I don't think this is going to change any time soon. and unfortunately it's the same story if you want to buy CDs: Japanese albums on YesAsia cost $$$$ ($37 for Jasmine/Gold) while there are eBay sellers selling pretty much every K-Pop release for half that ($18+$3 shipping for 2NE1 first album).
